I know I've seen it before, but cant find it now.
Basically its a just like a shout box, but the shouter can submit a image url as well as the shout, like a shout with a signature.
In this case it would be bigger than a shoutbox, and the shouts would take up the whole page, in rows and columns.
Plus it would have an admin review, before it was posted.
I found one thats a banner exchange type thing, but it has email verification, and all I need is the input saved in a flatfile, where the admin can view it and approve it.

I think I remember finding such a script, though I can't remember where it came from either come to think of it.
Del has developed a free guestbook system, though it doesn't allow users to upload images.
