No generally one ip per pc.
If you click the add one day, from one computer, then click the add from the same computer another day, that will look to them like a pattern.
Google looks for patterns like this, they as you know are very good at it.
Sure one click wont really matter, mistakes are made all the time, but take my word for it, if they see multipe clicks for the same ip they will give you the boot.

Actually I've noticed the same IP address to be detected via a website when using two different computers.
I think the IP is detected via the router you use. Google have a system that works in a way much more sophisticated then simply tracking IP addresses as for example these can be forged if using a proxy, so generally speaking you should discourage people from clicking unless they really are interested in the advert itself.

yes, you will be panished even if your family members click on ads
because google has no technology to identify whether clicks were made by you or by your family member. they track your IP which is same when you or your family members browsing
